Create a new image in Photoshop by using: File/New. The image should be 400 x 400 or bigger. The next thing you want to do make a second layer by going under Layer/New/Layer. Fill the bottom layer with black and switch to the gradient tool. Use the gradient tool to make a design like the one below on the transparent layer (should be your top layer).

The next step is to highlight the gradient layer and go under Filter/Distort/Wave and click randomize. Then right click this layer and make three (3) copies. Now you should have your black layer and 4 identical gradient wave layers. It should look like the picture below.

Now highlight the first gradient layer and flip it 90 degrees clockwise. The second layer should be flipped 180 degrees and the third layer should be flipped 90 degrees counter clockwise. You should have an interesting design now. Go under Filter/Artistic/Plastic Wrap. Your image should look like the one below.
